7 Republicans rebel against Trump, vote with Dems to rein in Iran war powers

September 16, 2026 • 2 min read

In a surprising break from party lines, seven House Republicans joined forces with Democrats on Tuesday night to pass a resolution intended to curtail President Donald Trump’s war powers regarding ongoing operations in Iran. The measure, which passed with a 220 to 204 vote, was originally introduced by Representative Seth Moulton of Massachusetts. While the resolution received unanimous support from the Democratic caucus, it was the small group of Republican defectors that ultimately pushed the legislation over the finish line.

Among those who voted against their president were Representatives Tom Barrett, Warren Davidson, Brian Fitzpatrick, Nancy Mace, Thomas Massie, Mariannette Miller Meeks, and Zach Nunn. These lawmakers have long maintained that the authority to declare war belongs firmly with Congress rather than the White House. Representative Barrett emphasized his consistency on the issue, noting that it is the responsibility of Congress to prevent the United States from sliding into another endless conflict. This sentiment echoes concerns raised by critics like Thomas Massie, who has grown increasingly vocal about Trump’s foreign entanglements and recently attempted to push for impeachment proceedings against Secretary of War Pete Hegseth.

The Trump administration has strongly contested these views, arguing that the president is operating well within his constitutional mandate as commander in chief. Officials maintain that restricting these powers would jeopardize national security and hinder the ability of U.S. forces to protect themselves. Many members of the GOP remained steadfast in their support for the executive branch, asserting that Trump has successfully prevented Iran from acquiring nuclear weapons and insisting that he should be supported during this crisis.

Despite the victory in the House and a similar move in the Senate earlier this year, the practical impact of the resolution remains uncertain. With President Trump having already signaled his opposition to such constraints on his authority, any single piece of legislation reaching his desk would almost certainly face a presidential veto. Nevertheless, the divide highlights growing tensions within the Republican Party as midterms approach, particularly as voters express concern over prolonged overseas commitments and rising gas prices linked to the instability in Iran.
